Big Eyes Small Mouth is ideal for this kind of thing if you can dig up a copy of the books, because it was designed to run Anime plotlines of various types BESM has a splat book for just about every genre but I'm not entirely sure if high school drama got one. Panty Explosion comes to mind, which is funny because I dropped it in as a suggestion in the weird RPGs thread, but it's mostly for drama and ESPer plots. But if you want to include ready access to those odder elements to spice things up if things get stale.
